下落科村小组位于拉伯乡最偏远的加泽村委会，全村共73户365人，因居住分散，加之贫困，仍有24户96人未通路，需修建4公里的通户公路。
由于不通公路，老百姓不方便就医，有些突发性疾病的病人无法及时抢救。村民房屋陈旧，属于危房需尽快修缮，由于不通公路还在靠人背马驮，建房材料需要人工进行二次搬运，费时费力且运输费翻倍。小孩子上学需爬陡峭险峻的羊肠小道。下落科村小组盛产核桃，但因交通不变，无法运出变卖，导致老百姓收入微薄，生活贫瘠。

预算：由于山高坡陡，修建道路每公里大概需投入4万元，全程共计16万元。
